Cambodia hosts international anti-scam summit as scepticism lingers

Cambodia has convened an international conference on combating online scams, positioning itself at the centre of regional efforts to dismantle the fraud networks that have operated from compounds inside the country.

Officials used the summit to present recent enforcement actions, including raids on compounds and the detention of thousands of suspects, and to invite cross-border cooperation on tracing the money that flows through the operations.

A high-profile crackdown

The gathering drew regional bodies and foreign partners, with the Secretary-General of ASEAN among those addressing delegates. Speakers framed online fraud as a transnational threat requiring shared intelligence, faster asset tracing and coordinated law enforcement.

Cambodia has faced sustained international pressure over scam hubs linked to human trafficking and forced labour, and the conference was cast as evidence of its commitment to act.

Doubts remain

Analysts and rights groups welcomed the visibility but cautioned that dismantling physical compounds does not automatically end the networks behind them. Several noted that scam operations have historically relocated or regrouped after crackdowns.

The government said enforcement would continue, while acknowledging that lasting progress depends on regional partners closing the financial channels that sustain the trade.
